Public Access Committee of Eastham
Minutes – February 20, 2013 - 1 pm Small Meeting Room, Town Hall

A quorum was confirmed and the meeting was called to order at 1:05 pm by Lori Hovenstine, Chair.  Lori welcomed Pat Rego to the meeting.  The amended minutes of the previous meeting were approved unanimously.
 
Old Business:  The joint inspection and discussion of Windmill Green walkway and DPW improvements with Lori, Frank and Neil Andres (DPW) was held.  Lori reported that the Depot Road side was minimally acceptable, and that, according to Neil, the Samoset side will have a blacktopped built–up ramp that will assure accessibility.  Lori and Frank will discuss with Sheila the viability of future walkways, ramps, etc. being reviewed/vetted by the PACE Committee.


NRHS curb cuts and certificate of appreciation – Lori and Frank will view the curb cuts the week of 2/24/13.  
Correspondence with owner of Village Green re HP sign – Lori and Frank will draft a letter the week of 2/24/13 to the registered owner of the Village Green site (Alan G. Funding Trust, Mr. and Mrs. Vadmais, Trustees) requesting re-installation of the HC parking sign.

PACE Brochure edit – Asa compiled an extensive review of local businesses, together with data gleaned from the Cape-wide Accessibility Directory for inclusion in the Eastham accessibility brochure.  Lori will coordinate revision of PACE’s brochure with Mady Magill in the Building Department.

Jeff Dougan, Assistant Director of Community Service, MA Office on Disability has offered to visit Eastham.  Committee members agreed to invite him, and started discussions of potential topics and invitees (see attachment).  This will be revisited at our next meeting.  

BOS liaison –This has been delayed, and will be discussed again with the Town Administrator.  Frank will ask Wally Adams about becoming the BOS liaison.
FD will report re Town language with regard to secondary, affordable units  - delayed.

CPA Application – There have been no further information or questions from the CPC regarding our application.

Outreach to local Disability Committees re their connections with their Chambers of Commerce – delayed.  Eileen will follow up.

New Business:           In response to an email from Jeff Dougan regarding Handicap Parking Fines, Helen Derman noted that, as a Committee rather than a Commission, PACE could not receive funds from parking fines.  Also, early Committee members did not wish to be responsible for funds, preferring instead to apply to the Town Administrator to cover any expenses that came up.  Handicap Parking fines go to the General Fund.  

                        Lori distributed copies of “(T)own of Eastham Policies and Procedures for Boards, Committees, and Commissions”.  Those Committee members present signed one copy and retained one copy.  The signed copies were returned to the Town Administrators office by Eileen.  Lori retained a copy of Parliamentary procedural instructions.           

Other Committee activities during the past month:  On 2/6/13, Lori presented Mac Gallant, the owner of the Local Break, a certificate of appreciation for making the restaurant handicapped accessible.  A photograph of the presentation was taken by Marilyn Miller and was published in the Eastham section of the 2/15/13 issue of “The Cape Codder”.

Eileen compiled a resource/reference sheet regarding open space and accessibility for the Open Space committee.

Other:      Next meeting date will be March 20, 2013 at 1 pm in the Small Meeting Room.
